With the modern theme, the buttons in the navigation toolbar vanish when the
mouse is over them, rather than displaying their highlighted form.
This doesn't happen with all the buttons all the time, but there seems to be a
pattern to it. At first only the reload button is affected this way, but once
I've visited a site with frames the back and forward buttons exhibit this
behavior while the reload button returns to normal. When the back/foward buttons
are affected, they vanish wether the mouse is over the button itself, or the
triangle for the drop-down menu. This second state persists for all pages,
framed or not, after the first page with frames is visited.
Reproducible: Always
Steps to Reproduce:
1. Make sure you're using the "modern" theme.
2. Load any page, www.mozilla.org for example.
3. Roll the mouse cursor over the reload button, observe what happens to the button.
4. Load any page with frames.
5. Roll the mouse over the back and forward buttons (including their little
dropdown buttons) as well as the reload button, observe what happens to the buttons.
6. Load a non-framed page.
7. Roll the mouse over those three buttons again and observe what happens to the
buttons.
Actual Results: At step 3, the reload button vanishes.
At step 5, the back and forward buttons vanish but the reload button highlights.
At step 7, the behavior noted in step 5 persists.
Expected Results: The buttons should always highlight on mouse rollover and not
vanish altogether.

I've also noticed this bug under Linux with build 2000092710. It's rather
unpredictable, although it happens almost all the time with the Stop button when
a page is reloaded.

this basically looks like bug 52390 "Chrome images failing to load intermittantly"
