link to named anchor works only from inside the page

Details
To reproduce:
Click on any link pointing to a named anchor (...something.html#name) while
you're looking at some other page, e.g. click on the URL above while looking
at the Bugzilla page. (You may also select "open link in new window" from the
context menu.)
The page will be loaded correctly, but won't jump to the named anchor. To jump
there, I have to click in the location bar and hit Enter.
I'm using build 2000092420 on WinNT at the moment.
have the same with win98/2000092711 , clicking a link to an anchor in a page
also works... but not when the page is freshly loaded

I can reproduce this on Linux (build from CVS on Sep 23), but only when I
load the page the *second* time. When clicking on the link for the first time
(i.e. it's not yet in the cache), Mozilla jumps to the correct position inside
it.
Changing Platform/OS to all/all and component to general, because I really
don't know where it belongs to. Sorry.
