We need this for nsIAtom over in bug 534136. But this is also something needed by many interfaces exposed to content, such as nsIDOMNode
Is this a security bug that needs to block any release with bug 534136 fixed?
IMHO no. We don't expose any interfaces which uses atoms to content.
