In bug 492406, we're trying to get all our SeaMonkey build machines to be able to post to the graphs server, but when I try to turn on posting to graphs-stage.m.o (as a test before switching to graphs.m.o), I get timeouts, so I think we need firewall rules to succeed there.

Updated the CGI access control lists on graphs and graphs-stage to allow posts from the community build network. I've confirmed that I can access bulk.cgi and collect.cgi from cb-seamonkey-linux01.
