This is similar to bug 522138, but the fix is not the same, so I'm filing a new patch that also fixes one missed urlencode().
No longer depends on: 522138

Here it is. Adds {} around a condition and makes the locale fall back to en-US. Also urlencodes a locale in comments.php

Comment on attachment 425882 [details] [diff] [review] gets the right locale when posting from a forum view WFM, tested before + after.

Did not find any more 'Server Not Found' errors when posting on forums. We did not find any non-friendly URL's though to post on. Verified, FIXED.
