I don't know if I assigned to the correct component, so please correct if this 
is wrong.  Should this go to the international group?

The View Menu item "Character Coding" and all the items in its flyout menus are 
missing menu mnemonics.  This occurs in all apps which currently have this menu 
item: Navigator, Mail, Mail Compose and Composer (composer seems to have SOME of 
the mnemonics implemented...).

Navigator, 3 Pane Mail and Composer seem to have the same Character Coding Menu. 
Mail Compose seems to have a different Character Coding menu.
--> i18n. menu content, not menus.

The "C" in "Character Coding" should be used as the mnemonic for Navigator, 
Mail, Composer and Mail Compose.  No conflicts with other menu items.

use?

(hopefully) most of the submenus disappear completely (bug 10999).

I don't see menu accelerators (underlined letters, or character combos on the right side) for any of the individual encodings, but there are so many of them, I don't really visualize how they could get them. The submenus (e.g. in the Browser's "View => Character Encoding", _A_uto-detect, _M_ore and _C_ustomize) have them.

I suppose the present resolution is good enough.
