We're automating some of our bouncer steps in the release process. This means that we'll be logging into bouncer as a "cltbld" user using the command line scripts, not as one of the humans in RelEng on the website.

To be clear, we're not getting shell access to the bouncer server. We'll have access to it over an HTTP REST API. So we still need some sort of account with access, but "command line scripts" have nothing to do with this.
