Browser do not respond to mouse clicks on links when an error message is displayed

Details
Whenever an error message box is displayed in a browser/mailnews window (for
example: "www.xxxxx.com cannot be found. Please check domain name...") the other
browser screens stop responding to click events. This can be very annoying for
users who didn't notice an error message in some screen and might think that
mozilla is stuck. When this happens, menu items are still available, but the
status-bar does not change when hovering over a link, and clicking a link don't
do anything.

is this a case of modal dialogs being hidden behind other windows? If so it is
probably a duplicate. I will try to locate the original.

This bug is still not fixed. It was closed as a duplicate of 25684, which was
closed since, and is actually some tracking bug which is hard to follow. But the
problem still occurs. No links in any browser window are working when this
particular message box is displayed, although the menus, the home button and the
back/forward buttons remain functional. I last tested this with the 2001031404
build on Windows 98.
