Firefox should support CSS styling for Scrollbars
here is an example of using scrollbars in ui widgets: http://oil21.org/~j/tmp/oxjs/_dev/demos/ui/

Please see the bug this duplicates to (bug 77790). There is news of a spec there. In general, bugs are not the place to argue for or against changes to be made.
