First step to getting search templates look like our current SUMO is to get the base layout and css set up. This bug tracks that and also makes progress towards bug 546786.

The layout folder has the header and footer markup. The CSS and required images follow along. All user-facing text should be localizable.

Forgot to close this. I think we've got the common stuff done, at least enough for search. It may change as we implement other features.
