549364 - Toolbar: Adding or removing button sometimes takes 2 tries

The problem is that adding or removing a toolbar button sometimes takes 2 tries (2 drags) to add/remove the button. 
To reproduce:

- Right click toolbar and Customize
- Select Menus->View->Message Source
- Drag the 'Blah Blah Blah' ('Message Source') button to the Toolbar
- Drag the same button OFF the toolbar
- If bug appears, button will not drag off
- Try again and now button will drag off.

It appears as though the first attempt to drag off is simply selecting the toolbar instead of starting a drag. For the second attempt, the toolbar is 'active' so a drag event starts
