Add a new Localization Dashboard like in SUMO

I've talked with Roland by email and I think this feature should be in SuMoMo because it's absolutely necesary in SUMO to check translations.

I have taken a quick look and tried to make it work at:

I think it's because we need to get the following tiki wiki macros working (and I don't know how to make them work):

2. PAGELIST

So, I have a patch for this that makes it more-or-less work. Some background:

The dashboard on support.mozilla.com is actually broken right now(it's not updating), because they've stopped using Omniture(old analytics package) and their scripts haven't been updated to use webtrends. They pull _all_ data for this page from the analytics package.

So, I wrote up a script that pulls some of the data from the database, which is an absolute mess of inconsistencies. It's a wonder it works at all.

Each Localization Dashboard + All Localized Articles pages needs to be written/translated, copy pasting from support.mozilla.com is the easiest way for now. Here is an example for german:

I could get this up on trunk with gozer's help, but, to make this fully functional I still need to get webtrends working and get at least a few days or a week of data out of it so that the pages can be sorted by pageview on the dashboard properly. The data currently there is quite ancient.

The list of all articles should be okay, though.

I feel like there's a couple of decisions for us to make at this point:

The Navigation Page list feels a little silly given we only have the one page. Do we want to keep this, or get rid of it? Are there plans to add more navigation-style pages?

Can also probably start working out the actual english text for the page, as it differs from the Firefox/Moco version.
Ran into a couple of issues with the real data now that I can get it out of the webtrends API that caused some bugs(there are duplicates with whacky unicode urls), so I'm fixing that -- this will still go up on staging shortly.
This is ready to go now; waiting for gozer to help me get a cron setup to pull the data from webtrends on the trunk server so we can test this out.

I don't know if this is another bug, but when I visited the Vancouver offices we talked about the translated pages not showing that they were outdated (because en-US had new content), and it seems that is not resolved (because I'm seeing that everything is wonderfully translated and updated in the es dashboard when I think it's not true)
