At some stage the upgrade code took all of the reports on b.m.o that had an
empty opening comment and actually made the opening comment to be the second
comment. We should see if this is still in the product and fix it if possible.

Probably an old bug, but there may still be people out there upgrading from
older versions to the latest. I believe at some stage we split out the comments
into separate records, so I guess it'd be this code.

This is so old and such a limited problem that there is just no reason to
fix it. I'm not even sure if there is a _way_ to fix it. Therefore, I'm going to
wontfix this.

As long as we have upgrade code or instructions in the product we should fix
them. If we don't want to, we drop remove them, and drop support for upgrades
that old.
