Image notification change needed by DOM:

Add notification when image data stream is complete. 
Add a image observer message, IL_IMAGE_STREAM_COMPLETE, and
send the observer a message at the end of ImageConsumer::OnStopRequest(),
this should give you an idea when the data stream has finished.
