Subscribe to newsgroup relcom.test which is used by Russian speaking community to test their news clients. There will be a lot of messages to choose from. I played with yesterday build for several minutes and found some problems. Please note that KOI-8 is a standard most people try to follow. 1. Choosing encoding in the menu does not often make any difference. Just try to switch between Western and KOI-8 and there will no effect at all in the thread pane. I tried it with Auto Detect Off too. 2. Some messages display correct chars in both header and the body, but closer look reveals that this is true only for those which have Content-Type field in the header saying that this is KOI-8. 3. Most messages though do not have this field and I could not find a way to get their subject lines display cyrillic chars at all. Trying to switch coding in the menu sometimes helps to see correct text in their bodies. 4. When the header does not have Content-Type field menu always show Cyrillic KOI-8 coding even if I try to change it to something else and then come back to the menu. It reflects my choice in the message body though. 5. Menu remembers coding I choose if the message has Content-Type filed. 6. Regardless on whether the message header has this field or not choosing coding does not affect subject in the thread pane (it could be right or wrong as described in 1, 2, 3).

Please try to set mail default view charset using preference dialog. I think that will solve some of the items you listed. In future, we plan to enable per mail folder base charset UI (see bug 32714).
Great. Thanks. Most of the problems go. So far one still exist: coding in the thread pane is not affected by choosing coding from the menu. Updating summary.
Summary: Incorrect cyrillic coding → Impossible to change char coding in the thread pane

The remaining problem is actually a dup of bug 32714. In 6.0, charset menu only overrides a charset of the current message but not a mail folder. So the thread pane default charset to be set by per mail folder charset UI. The UI to have a folder level override checkbox to force the selected charset to be applied to all the messages in the folder (and thread pane). *** This bug has been marked as a duplicate of 32714 ***

Verified as a duplicate of Bug 32714. The first problem is addressed by setting the default charset in the preferences.
