So there is something wonkey about the IE support for the plugincheck page and the web badge.
On a fresh install of IE where the user hasn't told IE to let it run plugins on all websites, a yellow bar pops up.
"This website wants to run the following add-on:'Adobe Flash Player' from 'Adobe Systems Incorporated. If you trust the website and the add-on and want to allow it to run, click here..."
At this point, we can't "see" the plugin so we don't display it. If all plugins are in this state then
1) plugincheck page will be empty
2) web badge switches from Blue to Green - your all clear kid
IE prompts 1 plugin at a time - Run Add-on, Run Add-on on All Websites, etc.
If the user declines, then we stop here.
If the allow then the page reloads and we begin again.
This is probably not a big deal for plugin check, but kind of sucks for the web badge:
1) Causes addon yellow bars to appear on random websites using the web badge
2) Shows ALL Clear on plugins it doesn't have access too.
