We'd like to use the 3.0.19 "What's New" page as the 3.0.19 "First Run" page because we want to impress on people that 3.0.19 is the last release of Firefox 3 and they must upgrade. 

No sense building a new page, so please just redirect to
http://www.mozilla.com/en-US/firefox/3.0.19/whatsnew/
and change the ending /whatsnew/ to /firstrun/.
