Focus stays in the location bar after pressing enter

Details
After typing in the location toolbar and pressing enter, the focus does not
return to the page. This means page up and page down and space bar cannot be
used to control the display of the page (scroll bar).

I think the behavior requesting in this bug is the current behavior. See bug
40606.

This is a duplicate of bug 40606, which has been fixed.
This works correctly for me on current trunk builds.
