In order to maintain the add-ons UI state we could do with some notifications about when plugins are enabled/disabled/detected.

Is the "plugins-list-updated" notification sufficient?

Bug 554780 uses plugins-list-updated to fake this. It compares the old and new lists to guess which ones have been added, removed, enabled and disabled. It would be a lot cleaner if pluginhost just sent out that information directly. It will probably be more of an issue if we start detecting plugin updates correctly.
