Active tabs on the tabbar toolbar now appear to bleed into page content due to a black line no longer being present under the tabbar.

I believe this is by designe. If you look carefully on mockups with tabs on bottom, you will see there is no border between page content a tab itself.
I can be wrong, though.

Yes, I did this on purpose. Attachment 433421 [details] doesn't look problematic to me, fwiw. See also bug 405673.

Can be this "feature" used by third-party add-ons?
This was fixed by some bug a few weeks ago.
