I meant this more as a task for me - that code hasn't ever been run yet and probably needs some sort of massaging. But yes, this needs a litmus test too.

When I install a jetpack and have e.g. the search pane open it's also getting listed there. Also there are two entries in the extensions digest list. The first shows the correct state, while the second one still has the download progress meter and a restart button shown.

This doesn't seem like a useful bug anymore. We have been testing restartless add-ons and seen one or two issues filed. Is there a reason to keep this open or should we just file new bugs on issues as we find them?

Agreed - its a bit too vague now. Pretty sure we have individual bugs on file for the issues that are still present.

There has no patch checked-in => WFM. Also tests should be covered by other bugs.
