When adding a local bug link to "see also" field, a reciprocal link should be added to the target bug, too

(From bug 549586, comment 4)
Adding a local bug number to "see also" means creating a link between two
bugs on the local installation (e.g. bmo). We should add the respective link in the target bug, too.
STR
1 in local bug xxxxxx, add a "see also" link to bug yyyyyy"
2 look at bug yyyyyy
Actual
- bug yyyyyy doesn't show any sign of the link from bug xxxxxx
Expected
- When user adds a "see also" link to local bug number yyyyyy on bug xxxxxx, automatically add reciprocal "see also" link to bug xxxxxx that points back to bug "yyyyyy" so that the link works both ways (same as we do for "depends/ blocks" fields which are functionally very similar).

I'd appreciate some feedback on this proposal.
This would be a great improvement, for it is a daily annoyance when adding local links (e.g. within bmo) to the see also field, as it's double work each time we add a single link, to add reciprocal link manually on the target bug.

See also links set by normal contributor on Bug 1067681 were not automatically reciprocated on the other bugs.
Is this broken?
Or does it depend on bugzilla user rights?

It depends on your privs, yes, see bug 753635. So it behaves as per design.
