This is the third set of changes to the Firefox UI, across multiple projects (https://wiki.mozilla.org/Firefox/Projects ).  Completing these changes should hopefully coincide with shipping the next major version of Firefox, however we will have a set of changes queued up in Act4 in the event that more time is available.

This is primarily going to be a polish phase, focusing on refining icons across all platforms, and adjusting visual and interactive design based on feedback from Act 2.  Prior to starting Act 3 most of the very major changes should be in place from Act 2.  Exceptions might include expanding the functionality of the self hosted Home tab.

We'll also be introducing some new toolbar menu buttons into the customization palette during this act based on the menu redesign.  Items like developer, and customize that are sub menus under the Firefox button (vista, 7), but can be directly accessed from the navigation toolbar if the user adds them.

Closing out this series of Firefox UI Act <n> meta bugs as they refer to long-gone projects and the metas themselves were little used.
