more than one master pw dialog will be displayed when restoring session with more than one tab with (saved) password form

Reproducible: Always

Steps to Reproduce:
create session with n > 1 tabs each with a (saved) password form

close browser and reopen


workaround: fill in the n = max(n) dialog and close the rest
Actual Results:  

n master password dialogs will be stacked up, sometimes out of order which requires finding/filling/closing them in order

Expected Results:  
only one master password dialog should be displayed when restoring session with multiple tabs each with saved password forms
