Current things I know about:

* Terms of Service & Privacy Policy (if not present, the checkbox and other UI from bug 551612 would not be shown, or be altered to only show the one)
* Password Reset URL (if omitted, we can show a "contact server admin" link)
* Captcha URL  (if omitted, we will bypass the captcha page of the setup wizard)

Also would be good to have API version in the response, so we can return a "server not compatible" type of error.
Summary: need a way to get key URLs from a server → need a way to get key information from a server
Maybe something in a User API rev, post Fx4?

I think we can make this a generic capabilities api entrypoint, entirely specifiable in the config file.
