During the Firefox 3.6.4 release we hit an issue that caused us to force the l10n repacks by hand. One of them errored when being forced, and that portion of the log was missed. This caused us to have a missing locale for one platform. It was caught, but not until update generation started, at which point fixing it was much more difficult. We should verify the locales we have vs. what's in shipped-locales at the start of signing to catch these types of things earlier.

Fixed by 558464, but also a dupe of 614044, which has more info in it than this, duping.
