Collapsed toolbars losing size on new window

Details
Open mozilla and collapse the main toolbar and the personal toolbar. Note that
the collapsed main toolbar is about twice as wide as the collapsed personal
toolbar. That is the way it should be. Now open a new browser window, or close
mozilla and restart. This time the collapsed main toolbar shows up the same
size as the collapsed personal toolbar. The two are indistinguishable.
The result is the same if done in Mail/News or Composer. This shows up in all
three themes although it is harder to see in modern because the toolbars keep
disappearing. It looks like an XPFE issue to me.
