The form fails at present because there is currently no script in place to process the input, it's just static HTML for the time being. The "/path/to/handler" bit is a placeholder in the code to tell me that's where I need to put the path to the actual form handler once it's known. 

There are numerous ways to send email from a form but I'll need some guidance on what method is preferred or what you've used elsewhere on other Mozilla sites. I could just make it work in a manner of my choosing, but there are enough other factors to consider (server configuration, security, privacy, spam, etc) that I wanted to consult with someone internally before I made presumptions. So I'd be most appreciative if someone from dev can spare some time to talk me through how you want to handle this form.
This form now produces the expected result for me. I am redirected to a confirmation page and an email is sent to the studentreps email alias (I verified this).

Craig or someone from QA, please verify. Then we can close this bug so it doesn't block 573016. Thanks.
