560721 - Create a release branch for Fennec 1.1

We need to prepare for releasing Fennec 1.1 and start working on the Fennec 2.0 features. They are largely not compatible, so we need a release branch for Fennec 1.1

I assume we will be creating the release branch under http://hg.mozilla.org/releases

Perhaps using "mobile-1.1" as the name:

Aravind - I tried to push a fix to release/mobile-1.1 and got:

"remote: Unrecognized tree!  I don't know how to check closed status for mobile-1.1."

According to build folks, the trees are closed currently due to some infrastructure limitations.  Please try to check-in once they are open.

Also, Ben think we might have to update the hooks that check for tree-closure to include this tree (?)... In any case, its got nothing to do with this bug.

That means that the tree closure hook needs updating:

...and then Aravind or someone else needs to pick up that update.

and just an FYI we need someone with scm_level_2 (or above) clearance to update that hook.

I just used the normal Mobile tinderbox for now - we can adjust later if a Mobile-1.1 tree is added...
