Steps to Reproduce:
1.bring up URL manager
2.make sure URL manager is set for FF
3.Use URL manager's function key to record bookmark
Actual Results:  
URL manager's response when FF is open, is: 'web page not open'

Expected Results:  
Recorded the Name and URL of appropriate web page
