Build Identifier: 

When an user downloads a localized build, it often wants content in the same language. By default, the Accept-Language HTTP header should begin with this language, followed by the one of the system (if different), then english.

Reproducible: Always

Steps to Reproduce:
1. Download and launch an esperanto localized build.
2. Go to Modifi > Preferoj > Enhavo > Lingvoj > Elekti…
Actual Results:  
Only english is selected.

Expected Results:  
Esperanto should be first, followed by english.

If the system’s language is an other lang, it may be between esperanto and english in priority.
