Details
When downloading a file (via ftp), you always end up with two versions of the
file, even though no version existed when the download began. For some reason
Mozilla is creating a two versions of the file before it pops up the "where
shall I download this to" dialog (the actual download will overwrite version 2).
This has the additional annoyance of causing the "this file already exists, do
you want to overwrite" popup to appear and have to be dismissed.

Just tried this again (almost 4 months later) and now it works as expected.
Clearly someone/something fixed this.

i'd imagine this is a duplicate of the bug where we would open and close the
file instead of doing something else (fixed, probably by you)
