focus goes to unexpected places when tab or shift+tab is pressed. <select> HTML elements and submit buttons are passed over.

Reproducible: Always

Steps to Reproduce:
1. browse to http://www.amazon.com
2. click on the main amazon search input box
3. press the shift+tab keys

Actual Results:  
the department category select dropdown does not receive focus

Expected Results:  
the department category select dropdown receives focus

also tried this in Firefox safe mode. same bug on OS X 10.4 PPC OR OS X 10.6 Intel.
