Currently there's no export function for "popup blocker exceptions" in FF.
So the only way to make a backup before formatting your PC is to write them down manually.

Yes, thanks, heared of this tool.
Just didn't want to install a third-party tool. Because then there's always a kind of dependency from it's developer (updates...).
