When using SeaMonkey, the cited URI displays the message: 
"This operation is not currently available.
Please contact your System Administrator and try again later.
We are sorry for this interruption in your service."  

If I spoof with 
  Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.1.8) 
    Gecko/20100205 SeaMonkey/2.0.3, NOT Firefox/3.6.3
this problem does not happen.  

Reproducible: Always
After about 30 minutes of navigating through the bellaliant.net site -- several times in circles -- I finally located a page where I could report this problem.  It has been reported.

I am not a BellAlliant customer.  I don't even live in Canada where BellAlliant operates.  This bug report was written on behalf of Russ Hunt at <rhunt08@gmail.com>, who is a BellAlliant customer.
Confirmed with Camino by using the default UA and then testing again with the "like Firefox" portion removed. Works as long as the word "Firefox" is present in the UA string.

A big OOPS!!  I meant Russ Hunt.
I sent an E-mail to Russ Hunt more than a month ago, requesting further input.  Having received no reply (or message bounce), I agree with the decision to mark this bug report as Resolved.
