+++ This bug was initially created as a clone of Bug #506269 +++

From bug 506269 comment 25, there's some weird-looking code dealing with pref observer weak refs. Would be nice to clean up.
I'm fairly certain this has been resolved by bug 577950 and bug 579236.
We're done then!
