570069 - Consider removing ucvmath from packaging on 1.9.2

ucvmath hasn't been used since 2007/1.9.0 (bug 400938, basically).  It was finally rm -rf'd from the tree on 1.9.3 in bug 483116.

We ought to be able to stop linking and shipping (and nsStaticComponents-ing) it for a small space savings; the only non-rm -rf code changes associated with that landing were in attachment 417105 [details] [diff] [review], which looks like build-system and static components changes (e.g., no changes to make layout not depend on it, etc., which I assume was done long ago on 1.9.0).

We saved 10KB on the compressed .dmg, and 26,944B (26.3KB) on the binary itself.
