Log in to bugzilla.mozilla.org (this seems to be required). Load a bug that is long enough to cause a scroll bar. Press end to scroll to the bottom. Hit Ctrl-R to reload. Wait for it to reload completely. Hit home. The page scrolls to the top but the scroll bar does not move. On Linux this is caused by bug 492837, but on Windows the regression range includes the landing of interruptible reflow.

It doesn't reproduce anymore, I tried on Windows and mac. But I am on a completely different system now. Having said that, we've made a lot of changes to scrollbars since then, including causing and fixing bugs with similar symptoms to this one. Probably best to just resolve this.
