can not open a link if set cookies "ask me every time"

Cookies settings:
check a "Accept ciikies from site",
choose a "ask me every time" in "Keep until"
Reproducible: Always
Steps to Reproduce:
1. open http://www.mozilla.org/
2. appear cookie dialog
NOT check "Use my choice for all cookies from this site"
3. click a Firefox image(link to http://www.firefox.org/) in "Our Projects"
4. appear cookie dialog
5. and click "Allow" in dialog
Actual Results:
Nothing happens
Expected Results:
Open http://www.firefox.org/

This option isn't supported, last I checked; I have no idea why the UI keeps exposing it....

In any case, doesn't seem like an event handling issue.
