Seems to be specific to ebay "saved searches" at the moment. Click down arrow to open saved searches. As you move the mouse cursor down the list a solid line appears above each entry. When you move the mouse up over the same items the lines disappear as you go up.

Reproducible: Always

Steps to Reproduce:
1.Click on "saved searches" drop down button
2.Move mouse cursor down the list, lines appear
3.Move mouse up the list, lines disappear

Well yes that looks a lot like it. One refinement, if you move the mouse cursor quickly, less lines are produced. If you then move the mouse up quickly not all the lines disappear.

Can you explain how to "dupe against" the other bug? Cheers
I duped it for you.
