It would be nice, for burst mode, if we could spin up VMs on remote hosted systems to quickly help if our own pool is overrun. Doing this for performance test machines is much trickier, so for now, we are only focusing on the "easier" problem of build machines. This bug is to track having two standard build VMs (one linux, one win32) running in staging, to see how reliable, and how fast, the VMs and bandwidth is.
