Perhaps more of a feature request than an actual bug.  When dragging a tab from a browser displayed on one monitor, to the empty desktop on another monitor, a new window is opened on the monitor the tag was dragged from.  It should, or would be nice if it opened on the monitor the tab was dragged to.

Steps to Reproduce:
1. Place a browser on one monitor.
2. Drag a tab to the empty desktop on another monitor.
