Shiretoko is not focused when this test runs.  Perhaps this is what is causing the problem.  The test passes if it is run in the IDE.  In fact, the test runs ok if I quickly click the shiretoko window before the test continues with the first steps.

It appears this bug is blocked by bug 572143.
