Users should be able to choose either the word "Firefox" written on Firefox Menu button or to have the Firefox icon on Firefox Menu Button when the tabs are not in the title bar.
Even though users shouldn't have a problem with space issue if their tabs are not in the title bar, increasing the title bar space is still important. The empty space in the title bar can be used to place add-on icons, increasing the title bar space also allow Firefox to look neater.

I prefer to change the 'firefox' menu to the firefox logo. for reference, see how neat and clean ms office 2007 button is placed.

Since we'll have nearly all of the work done in bug 571785, it should be easy for users to add an extension or userchrome change if they really want this behavior. Hoever there are a few reasons we don't want to have this out of the box (just a Firefox icon button without tabs moved up):
-The silhouette version of our icon isn't easily recognizable
-The physical target size is too small when you don't have screen edges
-The space saving doesn't matter (the tabs aren't in the title bar)
-The icon is hard to describe both verbally in text
