When Tabs are on Top and we press "F6" key to activate Location bar, it activates Tab bar instead of Location bar. Its very annoying and we have to manually click in Location bar to type the URL.

This problem is occurring in Firefox 3.7 latest Alpha build.

Reproducible: Always

Steps to Reproduce:
1. Make sure Tabs are on Top.
2. Press "F6" key.
3. It doesn't activate Location bar. Instead it activates Tab bar which is incorrect.
Actual Results:  
It should activate Location bar but it activates Tab bar which is wrong behavior.

Expected Results:  
It should activate Location bar but it activates Tab bar which is wrong behavior.
