Search bar resizing doesn't work if there is an icon between location bar and search bar

When the location bar and the search bar are next to each other, it is possible to resize them by clicking and dragging in between them. If there is an icon in between, it is no longer possible to resize the two bars.

Reproducible: Always

Steps to Reproduce:
1.Make sure there is no icon between location bar and search bar
2.Click and drag in between location bar and search bar
3.Customize toolbars and add an icon (or separator) between the two bars
4.Try to click and drag like in step 2
Actual Results:  
It is not possible to resize the toolbars

Expected Results:  
It should still be possible to resize the toolbars
