If a button is focused, and the mouse pointer is moved over it, the button should be highlighted just like it is when it's not focused (modulo the focus ring).

Reproducible: Always

Steps to Reproduce:
1. Open data:text/html,%3cbutton%3ea
2. Mouse over the button.
Actual Results:  
Notice that the appearance doesn't change.

Expected Results:  
The button should be highlighted.
