Details

An "Open History [Window?]" button might be a nice addition to the "Browsing History" portion of Prefs > Navigator > History, so the user knows precisely what's in his history list before he clears it. I guess it would have to open History as a modal window, though.
As commented in other bugs there is a number of UI complications of spawning new window from a pref dialog that is designed to be modal in nature. so I do not think this is a good idea from a UI perspective. I understand the motivation though, and i think we would be better served to make "Clear History" more accessible in the History window, like in context menus, maybe even a button on the history chrome.

Okay, verifying and noting that the modality of the prefs dialog continuously forces us to decrease usability.

Blake, it's not the modality of the prefs dialog in itself which is decreasing usability here; it's just that we're trying to do too much in a single dialog. Instead of trying to launch the History window from the history prefs, we should perhaps be launching a history prefs dialog from the History window.
