57629 - M18 often cuts off jpeg images and puts broken files into cache

M18 in many cases (epecially when there are a lot of references to jpeg images
on the page and connection is not very good) cuts off jpeg images (I can see
only the part). Broken files go into the cache and there is no possibility to
refresh the page without cleaning the cache. The behaviour of Mozilla is
different in the cases when I use proxy or not, but the problems take place in
any case.

I see a failure to load the top two Images of St. Petersburg on the page you
specified.  Over to Imagelib.  Tested with build 102404 mozilla trunk on NT4
