Linux regxpcom creates $HOME/.mozilla

Details
While it's certainly necessary for Mozilla to have a local directory, it doesn't
seem necessary that regxpcom create it. It would make creating a binary mozilla
package much easier.
Right now, if I run regxpcom; regchrome tehn regxpcom creates $HOME/.mozilla but
never does anything with it.
